“Construction Site Theft Plagues Windsor Housing Project”

Allen Siyou Wu expressed his surprise at the repeated incidents of vandalism and copper wire theft at his student housing construction site in Windsor. Despite government encouragement to address the housing shortage in Canada, Wu feels unsupported in dealing with these crimes. The ongoing thefts have resulted in significant financial losses for the project, with chunks of electrical cable being cut and stolen during overnight incidents. Wu has reported the thefts to the police, but has not received any response from the Windsor police so far.

The student housing project, located on Bridge Avenue near the University of Windsor campus, consists of two three-level homes with a total investment of approximately $1.6 million. Wu and his business partners have been frustrated by the lack of security measures in place to protect construction sites like theirs. Surveillance footage captured individuals causing damage to the property, prompting Wu to seek assistance from the mayor’s office without much success.

Norbert Bolger, chair of the Windsor-Essex Home Builders’ Association, acknowledged the common occurrence of such thefts in the construction industry. He suggested hiring private security providers to safeguard work sites, as many builders have done to prevent similar incidents. Bolger empathized with Wu’s challenges, emphasizing the importance of completing the project swiftly despite the setbacks.

Copper wire theft is a widespread issue with federal implications, as highlighted in discussions at the Senate committee level. Utility companies like Enwin have reported significant financial losses due to copper theft, prompting municipalities to consider stricter regulations for salvage yards and businesses dealing with scrap metal. Windsor city council is contemplating measures such as banning cash transactions for scrap copper to curb the theft problem in the region.
