A parliamentary committee in the House of Commons has agreed to investigate Canada’s security screening procedures after a Canadian NATO intern was arrested by Belgian authorities on espionage charges.
This decision follows a call for an emergency committee meeting by the Conservatives and Bloc Québécois to look into the spying allegations against the intern.
During a meeting of the public safety and national security committee on Monday, members from various political parties agreed to prioritize holding three sessions to delve into the issue when Parliament reconvenes in September.
The committee plans to summon Public Safety Minister Gary Anandasangaree as a witness and may call upon other relevant witnesses. Subsequently, it will present its findings and recommendations to the House.
While Belgian courts do not disclose the identities of defendants in ongoing criminal investigations, a CBC News investigation has revealed that the accused spy is Biwei Zhang, a systems engineer with an economics background who was interning at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.
The investigation revealed that Biwei Zhang is the legal name of the suspect, who professionally goes by the name Claire Zhang and uses the name Catina Zhang on her Facebook profile.

Scrutiny over Canada’s Security Screening
Frank Caputo, the Conservative public safety critic, sent a letter to the chair of the public safety committee urging parliamentary review in light of the serious allegations against Zhang.
Caputo emphasized the need to address how an individual accused of spying could secure an internship within a critical military alliance of Canada and the adequacy of security screening and monitoring processes at that time.
A CBC News investigation has identified Biwei Zhang as the Canadian woman recently arrested on suspicion of spying at NATO’s military headquarters in Belgium. According to her online resume, Zhang previously worked for both the Canadian Space Agency and Statistics Canada prior to her NATO internship. The case has raised questions surrounding Canada’s security screening process for sensitive government roles.
For Zhang to obtain the NATO internship, she had to undergo a thorough security clearance process, which falls under the jurisdiction of Canadian authorities, specifically the RCMP and CSIS, due to her Canadian citizenship.
