France Implements Strict Ban on Oral Nicotine Products, Tourists Face Heavy Fines

Holidaymakers planning a trip to France are being cautioned about the implementation of strict new regulations that could lead to immediate fines of up to €500. Despite being a favored destination for UK tourists, France has recently imposed a countrywide prohibition on oral nicotine products starting from April 1, 2026, a move that is likely to catch many visitors off guard.

According to a spokesperson for Northerner, a tobacco product retailer, the new law in France completely outlaws nicotine pouches and similar oral nicotine items. This encompassing ban covers the sale, importation, possession, and usage of oral nicotine products, potentially resulting in penalties for travelers merely carrying such products.

Penalties for violating the ban may include fines ranging from €100 to €500 or more imposed on the spot, along with potential legal consequences. Travelers are advised not to bring any nicotine pouches when visiting France.

The ban extends to all products containing nicotine, whether synthetic or natural, that are intended for oral use, such as non-medicinal pouches, gums, lozenges, beads, pastes, strips, and liquids. However, smokeless tobacco products like chewing tobacco are exempt from this prohibition.

In addition to the pouch ban, France is also tightening restrictions on smoking. Smoking is now prohibited in various outdoor public spaces like beaches, parks, school vicinity, outdoor sports venues, and bus stops. Individuals found violating these regulations may face fines ranging from €90 to €135, which could increase significantly if left unpaid.

Markus Lindblad, the Head of External Affairs at Northerner, highlighted that France still maintains a high smoking prevalence of about 23%, notably higher than the UK’s rate of approximately 12%. He emphasized that nicotine pouches provide a safer alternative to traditional cigarettes and criticized the total ban in France, arguing that it eliminates a harm-reducing option for smokers in the country.

Lindblad further expressed concerns over the exclusion of chewing tobacco from the ban, despite its known carcinogenic properties. He suggested that if the French government’s aim is to enhance public health, they should consider regulating nicotine pouches rather than imposing a complete prohibition. The focus, he argued, should be on implementing robust regulations for nicotine products rather than a blanket ban.
