“Keir Starmer’s Admin Pushes Forward Hillsborough Law”

Keir Starmer’s administration will continue to progress the overdue Hillsborough legislation during the upcoming parliamentary session. This effort coincides with the planned prorogation of Parliament next week before May’s King Speech, which will outline the legislative agenda for the forthcoming year.

Commons leader Sir Alan Campbell informed MPs on Thursday that a carry-over motion for the Hillsborough law legislation would be presented on Monday. This motion ensures that the current Bill, designed to prevent future state concealments, will be carried forward to the next session rather than being abandoned. Labour MP Ian Byrne, who was present at Hillsborough when 97 Liverpool football fans tragically lost their lives, welcomed this decision but urged the Government to expedite the process and eliminate delays.

Officially known as the Public Office (Accountability) Bill, this legislation proposes the establishment of a “duty of candor” requiring public officials to act honestly, with the risk of facing criminal consequences for non-compliance. The Bill was withdrawn from the Commons in January following a contentious dispute over an amendment related to its application to the security services, including MI5.

Recent reports indicated progress in negotiations with Hillsborough families, although any government amendments are yet to be disclosed. During a session of business questions in the Commons, Liverpool West Derby MP Mr. Byrne emphasized the need for swift action, calling on ministers to fulfill their commitment without exemptions for intelligence and security services, as pledged.

In response, Sir Alan acknowledged Mr. Byrne’s personal connection to Hillsborough and expressed satisfaction with the progress made through the carry-over motion. Last month, Hillsborough campaigner Margaret Aspinall urged Mr. Starmer to honor his pledge and enact a law to prevent future state cover-ups promptly. Ms. Aspinall, whose son James perished in the tragic event, urged the Prime Minister to fulfill his promise without delay, emphasizing the importance of keeping the commitment made to the nation.
