“Fatal Shooting in Remote First Nations Community Under Investigation”

In the remote island First Nations community of Opitsaht, the fatal shooting of a Tla-o-qui-aht First Nation man occurred shortly after two RCMP officers arrived, as per testimony from Cpl. Daniel Macintosh during a coroner’s inquest into the death of Julian Jones. The officers were responding to reports of a woman being assaulted and confined in a home around 9 p.m. PT on Feb. 27, 2021.

This inquest aims to examine the circumstances surrounding Jones’s death, with the jury set to make recommendations to prevent similar incidents without assigning blame or criminality. Despite receiving a summons to testify, Const. David Robichaud, who fired the shots that killed Jones, is not anticipated to appear as he retired from the RCMP and relocated out of the province after declining participation.

Following an investigation, the Independent Investigations Office did not suggest charges against the officers involved. Jones, who had a history of offenses including assaulting a Tofino RCMP officer, was prohibited from contacting several RCMP officers, including Robichaud, according to his parole officer David Paruk.

The events at the Opitsaht residence unfolded rapidly, with Macintosh recounting that the situation escalated when Jones threatened the officers after his brother was handcuffed. Despite attempts to de-escalate the situation, Robichaud fired shots at Jones as he advanced towards the officers, ultimately resulting in Jones being fatally wounded.

Macintosh described the tense moments leading up to the shooting, highlighting that it was the first time in his career that he feared for his life. After the shooting, efforts to provide medical assistance to Jones were hindered by the severity of his injuries, as observed by Macintosh.

The inquest proceedings are set to continue, with Macintosh noting that having an additional Taser or different options could have potentially altered the outcome. Robichaud, who had plans to transfer out of the Tofino RCMP prior to the incident, swiftly left the community following the shooting.
