A coalition of Canadian cultural organizations is urging Prime Minister Mark Carney to retain the requirement for foreign streaming companies, such as Netflix, to contribute financially to Canadian content. The government’s proposal to substitute the 15 per cent tax on major streamers’ Canadian revenue with government funding is being contested by these groups.
In a letter signed by 50 organizations, including the Canadian Media Producers Association and various unions representing Canadian actors and directors, concerns were raised about the government’s plan to replace the current contribution regime with discretionary annual funding. The letter emphasized that the promised $600 million annual funding is not a viable alternative to a regulated contribution framework, as it is subject to budget fluctuations and external political pressures.
The letter also addressed Culture Minister Marc Miller, expressing concerns about the uncertainty introduced into the production sector following the government’s June announcement to eliminate financial contribution requirements for large streamers, which was in response to the Canadian Radio-television and Telecommunications Commission’s decision to increase contributions to 15 per cent.
Despite Ottawa’s decision to backtrack on the streaming rules due to pressure from the U.S., the letter emphasized the importance of maintaining the 15 per cent contribution requirement as a fair and proportionate benchmark in the regulatory framework. The United States trade representative indicated that Canada’s actions in this regard might not be duly acknowledged as a positive trade gesture.
