“Pressure Mounts for Wartime Elections in Ukraine”

Ukrainian President Volodymyr Zelenskyy faces renewed pressure to conduct wartime elections, despite the constitutional prohibition on holding elections during martial law. Zelenskyy, who assumed office in 2019, is urged by former defense minister Mykhailo Fedorov to find a feasible mechanism for reinstating the democratic process amidst the ongoing conflict with Russia.

While the exact timing remains unspecified, Fedorov emphasizes the necessity for Ukraine to navigate a pathway towards resuming its democratic operations during the prolonged war. However, some analysts argue that conducting elections under current circumstances, with the country entrenched in a full-scale conflict with Russia since February 2022, may pose significant challenges.

Nevertheless, the political implications of these calls for change could prove influential for Zelenskyy, regardless of the immediate feasibility of holding elections. Former Ukrainian government minister Tymofiy Mylovanov acknowledges Fedorov’s role in elevating the discourse on elections but notes the uncertainty surrounding their imminent occurrence.

Prior to his dismissal, Fedorov, a 35-year-old reformer and tech-savvy official, held key positions in Zelenskyy’s administration, advocating for drone warfare against Russia. Fedorov’s ousting in July sparked nationwide protests, with demands for his reinstatement echoing across Ukraine.

Despite skepticism surrounding the practicality of holding elections amidst the ongoing conflict, with millions displaced and serving in the military, the call for elections remains a contentious issue. Experts like Lesia Bidochko caution against the populist nature of Fedorov’s election rhetoric, emphasizing the logistical challenges and potential risks associated with rushing into wartime elections.

Zelenskyy has yet to directly address Fedorov’s election proposal, with his communication advisor highlighting the ongoing military actions by Russia as a pressing concern. The possibility of conducting wartime elections raises concerns about national unity and external interference, particularly from Moscow, according to Orysia Lutsevych of Chatham House.

Amidst these complexities, the debate on wartime elections in Ukraine continues, with implications for the country’s political landscape and international relations.
