Prime Minister Mark Carney is scheduled to visit St. John’s on Monday to participate in discussions with Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette. The purpose of their meeting is to make a significant announcement related to energy security and economic development.
Recent talks have intensified regarding a potential new agreement concerning Churchill Falls energy. Fréchette’s presence in Newfoundland for the signing of the agreement has been confirmed by Radio-Canada.
A news release from Wakeham’s office revealed that Fréchette, along with Quebec’s Energy Minister Bernard Drainville and Hydro-Québec’s president and CEO Claudine Bouchard, will be present for the announcement on Monday.
Hydro-Québec also issued a news release inviting reporters to a closed briefing regarding Quebec’s energy security, scheduled for 11 a.m. The briefing will be led by Dave Rhéaume, Hydro-Québec’s executive vice president.
Further details are expected to be shared during a media technical briefing in Ottawa at 10:30 a.m. by Natural Resources Canada.
The announcement is set to take place in St. John’s at 1:45 p.m., with the Prime Minister also confirmed to attend. The agreement under discussion is reported to guarantee transmission access of 985 megawatts through Quebec, allowing Newfoundland and Labrador to sell up to that amount to external markets.
Sources familiar with the agreement, who cannot speak publicly, have disclosed that Quebec and Newfoundland and Labrador will receive significantly more electricity than outlined in the previous memorandum of understanding. Quebec may receive approximately 10,000 megawatts, while Newfoundland and Labrador could potentially obtain between 2,350 and 3,000 megawatts.
To increase electricity production, both provinces have agreed to enhance the hydroelectric facility at Gull Island and boost the generating capacity of turbines at the existing Churchill Falls plant. Additionally, the new agreement incorporates wind power, a component not included in the previous memorandum signed in 2024.
