The government is increasing a grant for upgrading boilers in response to an energy crisis caused by the Iran conflict. Energy Secretary Ed Miliband is set to announce an additional £100 million to reduce energy bills for social housing residents and allocate £25 million to assist low-income households in obtaining plug-in solar panels.
The initiative will involve expanding solar energy usage on public properties and promoting the transition to electric vehicles. This action comes as households and businesses are concerned about escalating energy costs due to a surge in oil prices driven by tensions in the Middle East.
Advocates highlight that reducing the UK’s dependence on fossil fuels and promoting renewable energy sources is crucial to shield the country from global disturbances. Conversely, critics argue that the push for net zero emissions entails substantial initial expenses, with pressure on the Labour party to permit more North Sea oil drilling.
In a speech on Tuesday, Mr. Miliband will reinforce Labour’s commitment to achieving net zero emissions despite opposition. Among the new measures is an increase in the grant available through the Boiler Upgrade Scheme from £7,500 to £9,000, targeting households using heating oil or Liquefied Petroleum Gas.
The scheme enables households in England and Wales to replace their gas boilers with heat pumps, a low-carbon heating solution that harnesses heat from the environment. However, the costs and modifications required for existing radiators have deterred many individuals.
The enhanced grant aims to bridge this financial gap. According to the Department for Energy Security and Net Zero, a heat pump typically costs around £9,300 without the grant, reducing to £1,800 with the grant’s assistance.
Other announcements include an extra £100 million for the Social Housing Fund to fund 57,000 rooftop solar panel installations for households this fiscal year. The government is already investing £1.2 billion to upgrade 100,000 social homes over the next two years, with an additional 100 schools benefiting from new rooftop solar systems this year.
Mr. Miliband emphasized, “We are advocating for the public during this crisis. Our actions led to a £117 reduction in the energy price cap at the beginning of April, providing savings until the end of June. However, to secure long-term benefits for families, we must intensify efforts to electrify the nation and diminish our exposure to volatile fossil fuel markets.”
Simon Francis of the End Fuel Poverty Coalition stated, “Fluctuations in global gas markets directly impact household energy expenses, with those in fuel poverty bearing the brunt. Accelerating the Warm Homes Plan could offer quicker support to households, but it must include tailored advice and a Warm Homes Guarantee for consumers to maximize the benefits of new technologies.”
Angharad Hopkinson from Greenpeace UK remarked, “The UK is weary of an energy system vulnerable to external influences. The government’s focus on reducing reliance on volatile fossil fuels is necessary to regain control over our energy sources.”
Pranesh Narayanan, a senior research fellow at the IPPR, supported Mr. Miliband’s approach, highlighting the importance of transitioning to net zero emissions to shield the UK from fluctuating international conflicts impacting energy prices. Additional measures, such as energy price caps, may be necessary if the Iran conflict prolongs.
