According to a political expert at the University of Prince Edward Island, the majority of key leaders were absent from the yearly meeting of northeastern U.S. governors and Canadian premiers, which is not unexpected given the current state of cross-border trade tensions.
Don Desserud, head of the political science department at UPEI, mentioned that the lack of attendance reflects the ongoing trade war between the two nations.
Only Nova Scotia Premier Tim Houston and P.E.I. Premier Rob Lantz from Canada participated in the 47th annual gathering of the New England Governors and Eastern Canadian Premiers, which concluded recently. Vermont Governor Phil Scott hosted the event, with only one out of six state governors, while the rest sent representatives.
Desserud highlighted that premiers who are actively seeking practical solutions may have opted out of the conference due to the strained relations between the countries, making the event more symbolic than functional.
Explaining further, Desserud emphasized that the focus of current premiers is more on practical matters rather than on their public image.
Reasons for Non-Attendance
On the other hand, the office of New Brunswick Premier Susan Holt mentioned that she stayed in the province to address local priorities, with Serge Breau, head of the province’s trade policy, attending in her place.
Newfoundland and Labrador Premier Tony Wakeham’s spokesperson simply stated that he couldn’t attend without providing specific reasons, while an assistant deputy minister represented Newfoundland at the meeting.
Quebec sent its International Relations Minister Christopher Skeete instead of Premier Christine Frechette, with Skeete’s spokesperson clarifying that the choice of delegation was unrelated to the trade conflict.
Furthermore, Frechette has been preparing for a provincial election scheduled for October 1.
Among the New England governors, four are facing primary elections ahead of the upcoming statewide elections.
Attendance at the conference has been dwindling in recent years, with fewer high-level officials participating compared to previous years.
The strained relationship between Canada and the U.S., exacerbated by an escalating trade war initiated by U.S. President Donald Trump, with additional tariffs on Canadian goods looming, could have influenced the decision to skip the conference, according to Desserud.
Vermont Governor Scott acknowledged the challenging relationship between the two countries, emphasizing the role of governors and premiers in maintaining strong connections despite political disagreements at the national level.
During the conference, Scott, Houston, and Lantz explored opportunities in aerospace and clean energy, as well as met with industry leaders to discuss energy security and economic growth.
Desserud, who recently authored a book on Maritime politics, acknowledged the reasons behind the absence of many premiers and governors but stressed the importance of participation in such events for better understanding and future collaborations.
He also mentioned the possibility of a future scenario where tariffs and trade tensions no longer dominate the Ottawa-Washington relationship, underscoring the significance of maintaining connections for post-conflict scenarios.
